Syrian agriculture-industry revenue stamp. This set was issued in the 1960s, beginning in 1965 (I think).

Lezero gan,

Revenue stamps are often hard to identify. If you search on ebay using "SYRIA CONSULAR - FISCAL - REVENUE 17 STAMPS " you will see an offering that has a photo of your stamp as well as others from the set. This may help if you are interested in more details. Also I found the following link very helpful.
