In 1911 China issued stamps for use in the offices they had opened in Tibet. They used the Indian currency: Rupee/Anna/Pie. Would anybody know why the Chinese would have used the Indian currency rather than the Chinese currency?

In Tibet the Indian rupee was the favored coin of traders in the country. The Chinese authorities recognzied the interest in the rupee and created their own, sometime called Chinese or Sichuan ruppes. These coins were minted in Chengdu starting in 1902.
The Chinese control was limited and when the Qing Dynasty collapsed they became defacto independent!

Thanks, interesting. So would these stamps be paid for in Indian or Chinese/Sichuan currency?

During 1909 ---the Chinese occupied Tibet .There were Chinese communities in Tibet before the invasion . The Chinese found that by using ordinary Chinese stamps in their own currency they were losing money sending most of their correspondence via India [it was the quicker way than the overland route thru China } ,so they surcharged them in three languages,Chinese ,English ,and Tibetan .
