Italy #108 Correct ID And Value Question

I have a 2008 Scott catalog G-I. I find this stamp to be a #108.

First, is that correct?
Second, why such a jump in value for this particular version/color? Most stamps of this design list for .20-.50 cents. This one jumps to $50.00.

Based solely on looking in my Scott catalog it looks like #108. Likely few of the blue 60c stamps were used, but I have no specialist material to explain why. Perhaps someone specializing in Italy will respond.

The Sassone 2014 quotes this stamp used € 100.00 and the Michel € 25.00. I have no prices for the stamps on postal document.
