Actually, it's a postage stamp (postage due stamp).

In the Scott catalog, French India #J19(1948).

Thank you, both "khj" and "HungaryForStamps"! I must have passed over French India a dozen times trying to find this stamp. (I knew is was a postage due stamp, just wasn't thinking after an hour's frustration and called it a revenue stamp by accident.) I really appreciate your responses!
