4c 'Admiral' Missing Ink In Crown

Found this 4c 'Admiral' (#110) while going thru some loose stamps and noticed that the crown in the top right is missing some ink... I have the 2014 Canadian Unitrade catalogue and it isn't mentioned...

Is it just a one-off?

Good eye.

New to me and is not in the 2015 Unitrade.

I agree that it's a "one off" EFO.

Here are two pics - one with the 'missing ink' and a normal version. I scanned them in at 2400 dpi. At the micro-level the resolution isn't fine enough to definitively tell if it's damage or not, but if it is damage it seems strangely localized to the outline of the crown.
