I am trying to figure out how old this cover is. Can anyone help ?

1941 to early 1949.

Working backwards from a 1950s issue, Quote magazine started publication in 1941.

Paragraph numbers in the "Postal Laws and Regulations" were renumbered with the 1948 edition, issued in early 1949, when section 562 became 34.66

The illustration implies a WWII soldier theme, so I would lean toward early in this date range.

Based on the style of the Pitney Bowes imprint, this should be around 1943-1947.
