Reddish and bluish color variations of the violet RK27 & RK34 aren't listed in Scott because there are some examples that appear halfway between, unlike RK36/RK36a where all examples are clearly one or the other.
The design shown comes both perf 10 (RK29) and perf 11 (RK36). Hard to tell from your scan, but I am willing to venture that your stamp is a perf 11, RK36. And, yes, this comes in two color varieties blue (dark) and ultramarine. Yours is definitely the dark blue. You state that your stamp is unused. Does it have gum? Mint (with gum) consular fee stamps are not common and certainly command a premium over the Scott nominal value of 60¢.
