1789 Letter From Carlsbad, Address In French, Need Help

Here's a folded letter sheet from Carlsbad (Austrian Empire) dated 1789,addressed, I think, to the Count of Windischgraetz (now in Slovenia). The count at the time was Joseph Nichols (1774-1802). Nichols was a German nobleman and served, at one time, as chamberlain to the archdutchess Marie Antoinette of Austria, who later became queen of France.
Nichols married his second wife, Maria Leopoldine Franziska of Arenberg (1751 – 1812) in Brussels on 30 August 1781. Their son Alfred, later elevated to prince, was born in May of 1787 also in Brussels.
Nichols died at one of his estates in southern Bohemia in 1802.
I have been able to translate some of the address, but not all. Appreciate any help, corrections, or additional info.

The cover is addressed to "Monsieur the count of Windischgraetz, chamberlain to his majesty the emperor and king" at Brussels. (Joseph Nichols)
Next question is who sent it?
I have two pieces of evidence which I will post under a new topic.
