These look like cinderellas (stamp-like labels with no postal value) with scenes from French Morocco. Printers and advertisers in France, Germany, Switzerland, and Austria produced a lot of Cinderella material in series, or sets from around 1890 to 1910. Some of the French and German labels showed scenes, or different ethnic groups from the colonies. The format, design, and printing on these look very much like some other cinderellas showing town scenes in France. Maybe they were designed by the same person.
Since one of your labels has an 11 on it, and the other has a 15, I would say that there are at least 15 scenes in this series. Also, many of these sets were printed in different colors. Most were made with all of the labels printed setenant on one sheet.
