These are Russian alphabet letters. The O and M sound pretty much the way the English letters O and M sound, but the last letter is not actually a Y, but rather a × which sounds like a CH in English.
That's a great start. So .... What is it? It does not appear to be a postal cancel - lacking a month/day. It does not appear to be postal stationery - lacking a value. Is it similar to US's departmental penalty imprint? Is it listed in some catalog? Value?
It is charity stationary essentially. This issue's revenue went to support the Odessa local administration of the Red Cross. If I understand correctly, the envelope was used locally and delivered by private individuals. If used as postal stationary, a stamp would be required.
What size is the envelope? I believe there were small ones printed that enclosed visiting cards.
