Joking aside, the stamp is the 50c bister from the 1899 Leopold II issue. The design is subtly different from the 1871 and 1880 issues in the line circling the center vignette. Fairly minimal value, my 2004 COB states €0.50 for hinged, €1.00 for MNH.
