This card is Scott Catalog # 315 in their 1897 catalog. Postal card issued by Belgium in 1879 for foreign countries. The 1898 Scott catalog quit listing postal cards and envelop cut squares. It's the least expensive Belgian postal card in that year's catalog, listed at 3 cents.
The Higgins and Gage Postal Stationary Catalog, last printing in the 1970s would be a more practical source. It's about a dozen volumes and may cost about $150 at an auction.
