Here are images of the two similar engraved stamps in a set depicting open hands welcoming fleeing refugees, and issued by (South) Vietnam on July 20, 1966, Scott Nos. 281 & 282.

Ethiopia hosts a large population of refugees from many African countries. Refugees from Somalia, Sudan, and Eritrea make up the majority. UNHCR is the main office in charge of coordination of assistance in the various camps.

Pakistan (at that time east and west) declared its independence from India in 1947. Millions of Muslims as well as millions of Hindus and Sikhs fled their homes and crossed the new borders. Pakistan, 2000, drawing of mass exodus, se-tenent set of 4.

Earlier this year Spain issued a stamp depicting migrants. To me the hand in the background hanging on to the fence suggests these people were forced to migrate and are most likely refugees, fleeing intolerable conditions in their home countries. This kind of fence surrounds the Spanish city of Melilla on the northern coast of Africa.
