It also reminds me of Japanese area with the spin wheel circular marking with lines..but they usually have writing with them..but the middle part symbol looks strange..

A little trivia...the Japanese chrysanthemum crest as depicted on classic-era stamps should have 16 main petals surrounding the center. Some of the forgeries have more, some have fewer (and some have 16, just to keep us on our toes).

I'd suggest they are product labels,
originating in India, and placed on boxes of products, bicycle pedals etc.

They have a similar look both to format and perforation.

Look on this site in Bicycles forum
Or Google "mysterious bicycle stamp" "Atalaya" etc & etc
