1880 Cover That Supposed To Have A 204 Pair On It.

Hi there,I got a cover I bought in England last week,I bought it because the pair of Taylor's looked really good.The top and left side was opened,the right was sealed,the next day I was looking at it closer and could see faint writing on the inside of it,the right side was stuck together with some sort of white sticky puddy stuff,long gone hard,I opened it up,the puddy went to dust.There was a hand written note inside really really faint,I could only read it in the pitch black hitting it with a flashlight at an angle,I have no blacklight,it read as follows,please don't laugh to hard but this is what it said.

"Frank,your hunch about the glue was correct,they are indeed special printing's,not 75's but 80's.Mr Albrecht brought it to the meeting last night,there was some debate about the Jan postmark which John Scott cleared up,he noted that they had to have them in their possession prior to July 80 or they would have nothing to compare them too".

It has 2 lines drawn(on the inside of the cover also) around the stamps and postmark that says"square on my lines"

Are they 1880's ? I have no clue but they are really deep in color and look glued on,I'll let APS figure it out,it's there now.

But what I really wanted you guys to explain to me is about the July 80 comment,I did a bit of research and yes the post office had the July 16th 1880 order but in another article from 1991,by Mr.Mooz,there is a reference to the Scott 195 single from April 23rd 1880 single,authenticated and verified.

No matter how my cover turns out it does bring up this question,1880 special printings had to have been in the post office's possession prior to July 16th 1880,the 195 confirms this 100%.

Also why was the July 1880 order even made ? They had lots of 1875 stock there,as the note says,they had to have had 1880's there to compare with the 1875's,noticed the difference and decided they had better order more.

Is my cover real,probably not I don't expect it,but the note on the inside brought up some neat questions,I can't answer any of them,that's why I'm here,you guys can,thanks.
