The top one is a telegraph stamp, would not be in Scott. The bottom one is too hard to read.

Hi,

As Peter says the first stamp is a telegraph stamp from 1883 if perf 12 or 1894 if perf 14.

The second stamp is a revenue stamp from 1878.

During 1891 stamps of these designs were allowed to be used for postage as well so both mint and postally used stamps are listed in Stanley Gibbons as postal fiscals and postal telegraphs.
