Would a proof ever even come with a broken hat?

It does come with the broken hat, and broken frame line, but both of those are more scarce. I believe it is Scott listed too. I have seen broken hat proofs in complete sets, but can't afford a whole set to get the 231. I even asked a show dealer once who had a set with the hat variety would he sell me the 231 and I also trade him a replacement. Well, I am still looking!
