This is a satire of the standard Penny Postage Jubilee envelope, which was issued by the post office in 1890 to celebrate 50 years of the Uniform Penny Post

It was published by Harry Furniss to bring to light the poor working conditions of English postmen. The standard Jubilee envelope is at right.

The caricature envelope is one of 10,000 printed which, considering the many millions of penny stamps printed each year at that time, would be considered a pretty low print run. Nice to have in any collection.

I can feel the anger and bitterness in the satire. Amazing to consider the materials are 125 years old.
