A nice postcard with the Philatelic motive, but I can't find out what is additional stamp added on left side. Postage due?

That 7-1/2 P stamp is a commemorative; specifically, it is the 1955 '10th Anniversary of the UN' stamp overprinted in 1956 for ... wait for it ... the '11th Anniversary of the UN'.

Perhaps a higher-res scan of the stamp will better permit you to read the "11EME ANNIVERSAIRE de L'ONU" overprint, the text of which Google Translate will recognize as French and, as a bonus, translate.

The online-stamp-catalog-that-dare-not-speak-its-name-on-SCF offers catalog references Mi: SY 703, Sn: SY 401, Yt: SY 83, Sg: SY 604

I am way over my head but, since that's never stopped me before:

The use of a Syrian commemorative - and not a German postage due stamp - suggests that 40 P was the international rate to 'the near abroad' (to borrow a term), while 47-1/2 P was the rate for Europe.
