This stamp, with which I am not familiar, is an example of an overprinted stamp. There is probably a more specific term used, but essentially the stamp's value is being redone. In this case, the denomination is being reduced from 90 centimes to 50. This kind of revaluation occurs often outside the United States.
Since I don't have a garage to be cleaned, I'll chime in. This is Scott 406 from 1941. Scott says there are 12 surcharges/overprints for this series that started in 1932 (Peace with Olive Branch). There are two varieties it would be nice to have: the surcharge inverted and '05' instead of '50.'
