It has more to do with these booklets being found with both old perforation 12 (11.95 from 1861 to 1967) and new perforation 12 (11.85 from 1962 to 1974). For the Cameo booklet panes, the new perforation is scarcer. For the Centennial booklet pane, the old perforation is scarcer.
