What Are These Extra Marks On This Stamp?

Here's a stamp from Columbia with extra odd looking marks in the left and right margins. The marks on the right look smudgy but the marks on the left look quite sharp.

Anyone have any idea how these marks were made?

It just looks like poor printing to me. Do you have 'clean' examples?

No. This is the only one I have. But the guidelines at the lower right and lower left are normal. It is the marks higher in the margins that I am trying to decipher.

The best explanation I can come up with is: When the paper was lifted off the plate, it accidentally fell back on the plate and picked up some extra ink. This is called a Kiss Print.

KGB is right just sloppy printing ,the guide lines were suppose to be filed down by the plateman before put on the press . Inspector not doing quality control.

I think the most interesting of the marks are the top left corner frameline. These actually look engraved.
