I found one of theses listed on ebay but no good Id on what or when this stamp.

can anyone give me some info.

1957 - 1971 Official Stamp, Scott # depends on Perf measurement & watermark.

Adding to what stalizer said, the word "Service" on stamps of India, Indian states, Burma, and other nearby countries is a term for official stamp.
