Is anyone aware of a company selling pre-cut mounts for stamps of France? Some of the mounts for Canadian/US stamps are very close but they wouldn't perfectly centre the stamp.

Try Global Stamps of Olympia, Washington. If they don't have it or can't get it, then it may not exist. Fast, easy service also, at least for buyers in the U.S.

Why not buy strips and cut them, if you get open top ones , you can cut in both directions, this is what I do all the time

One reason I prefer clear mounts is that hey are more forgiving; if you don't get a cut exactly right it still often looks OK. A mm or so doesn't matter.
