Question About A 1941 C.a.a.f. Cover

I have this 1941 C.A.A.F. cover that I presume is mailed from an army base..

1- Do they not have to place a stamp if it is mailed within army bases..?

2- can anyone mail to an army base from the public and not have to place a stamp..?

Military personal had free military franking privileges. It was mailed from a military base and if you can figure out field post office 483 you can tell which one and the information on the back will be your clues. There were certain limitations on free military franking that varied from place to place over time. Usually, these items traveled by surface mail. Air post would require stamps and some countries even had special military stamps for this like Germany during WWII. The public still had to use stamps to mail letters and items to military personal with a few special exceptions - Sweden had special reply envelopes.

wert, Field Post Office 483 was British and many Canadian soldiers from the 3rd Division--once it was sent to England in mid-1941--used this service, including: 3rd Divisional HQ, 7th Recce Regt (17th Duke of York's Royal Canadian Hussars), 3rd Infantry Divisional Signals, and 3rd Inf Div Sp Bn (Cameron Highlanders of Ottawa.)
