It's an "official" stamp - one for use by Norwegian government offices. This looks like Scott# O83, which was from a set that was in use from 1962-74. Scott doesn't list a first day of issue. Used examples catalog at 25 cents - the minimum value.

Thank you for your Help, Some stamps could use a little more info on
them but at the time they didn't put any thought into the aspect of
People Collecting Them,

As well as some one coming into a stash like I did and
wanting to learn more about my old Friend,

I would guess that these were only used w/in Norway, so there was no need to include the country name on them.

That is correct. Some countries don't list a country name on officials and postage dues because, in theory at least, they'd never leave the country.

ekbustad and TheArtfulHinger - you are absolutely right. These stamps were only valid for domestic mail. My father was involved in local authorities, and used these for his official correspondence. However he had to use regular stamps for his letters to his friends in US. So I would presume you did not receive too many off them in your mailbox. "OFF" means "Official", "SAK" means 'matter' in Norwegian. As always, Scott takes an easy solution on these stamps, there are more variations...
