I wasn't advocating for replacing CV with "AV" (average value), just disputing the comment that an average value would be meaningless.

Catalog values are fine the way they are, in my opinion. There's no need to reinvent a perfectly good wheel. Given the parameters of Scott values - qty 1 stamp in the grade of very fine purchased from a full service dealer - I don't think Scott values are that out of whack. I generally purchase FVF (or "average" grade and quality)on ebay and from the APS, etc, so a fairly substantial discount off of Scott is somewhat to be expected. If I were buying a truly VF stamp from a full service dealer, I'd expect to pay close to CV.

Catalog prices are a baseline from where to start as would be an average value. The key difference is at least the catalog vales are tied to stamp quality. Average value is not and would be of even less use as a benchmark.
