I found mention of a Home Office Reporting Centre in regards to individuals seeking asylum in the U.K. One reports in monthly, apparently, until one's case is finalized. I don't know if this hand stamp is at all related.

Thanks. Interesting idea. If that scheme was operative in Bristol in 2001 they would have used Trinity Road Police Station. And that station was definitely used at that time for reporting in by sex offenders. So possibly it was a general Repoorting In place for a range of suchlike.

It might be that the postmark is more to do with reports and accounts. It was Consignia and not Royal Mail (changed back later ) at that time and perhaps the Annual Report of The Post Office was distributed to stake-holders in the Bristol area from that office. There at at least six 1st class stamps cancelled by the postmark which would indicate a hefty bundle.
