This must be a revenue stamp for use in Durango. It lacks the word "Correos" which was always noted on postage stamps. Also this is not related to the Districts postage stamps as refered to above, since that practice ended prior to the 1900's.

I, too, believe it's a fiscal stamp of some sort. I have several similar to the one above that I haven't gotten around to researching yet.
