Without it being on a cover that can be examined ,it is just a cheap attempt to make it something it is not .FAKE .

The perpetrator used a dip pen to write "PARAS". When you use such a device, you have to keep dipping the nib into the ink bottle every few letters, so there will be heavy, dark letters, and there will be lighter, thinner letters. That is why they appear to be different colors.

Homemade fakes and forgeries are interesting in their own right. Never miss a chance to pick them up if they are cheap enough.

Some years ago I got these on ebay as part of a large lot. Looks like the ink jet printer was having a bad day.
