Quilled Paper Heart Not On Sale At USPS Ebay?

Does anyone here know of any reason why the Quilled Paper Heart issue is not on sale as of yet by USPS ebay.

According to all info I have seen it's First Day Ceremony was on January 12th in Texas.

I've kept checking each day since, and nothing so far.

Does anyone know why this may be?

It looks like to Postal people who upload to ebay have only placed one stamp online since mid-December, a restock of the 50th Anniversary of the March on Washington, 1963.

I had messaged usps and this is the response I rec'd (of which I was pleasantly surprised how quickly they answered my query)...

"We do apologize for the delay.
Even though stamps are issued, regular press releases authorized, and the items get posted on the Postal Store, we have to get additional authorization from HQ for what gets put onto ebay. Yes, this is less than optimal, but we are still required to follow these procedures for the time being. We do thank you for your business and your patience."

Hopefully USPS's HQ authorizes listings soon.
