Need some help in identifying this stamp. Unfortunately, the inscription at bottom is partially cut off. It looks to me like it's some sort of revenue stamp. I don't think it's from France because neither Scott nor Ceres had it listed. Thanks in advance, Larry.

Belgium I believe, some kind of express or parcel stamp if I remember correctly

Definitely Belgium. I can see the words "Belgique" and "Belgie" cut off at the bottom. It seems the word "Taxe" may also be in the inscription too. I would investigate Belgium fiscal stamps.

Yes, it is a Belgian revenue stamp. You have the top half. The bottom half has the the lion rampant instead of Mercury, and the image is on the left half of the stamp.
