foxing is the deterioration of paper. If you would like a more specific answer I suggest to google it. Wikipedia can do a much better job of explaining it than I can!

Yes, staining ; I always think of it as stamps that are "rusting"

Technically speaking, foxing is caused by a mold that is growing in the stamp that causes rust colored stains.

foxing, spotting, tropical staining, sometime topical staining, sometimes even described incorrectly as foxing, is due to mold and/or mildew. Traditional treatment is clorox. Caution, use of clorox leaves a different kind of stain and should also be neutralized with distilled water. The mold can continue to grow and can infect other items in your collection whenever the right combination of environment occurs so the bleach stains are preferable.
