Bad news.
The "rough" should be clear to the eye - sort of a mottling or stippling, which I do not see here. It may be due to the curvature. Can you side-light (as for a grill) and weight the corners so that the card is as flat as possible?

Good news.
The few I have seen in-person have all been pre-printed NYC retailer cards, and the certed one I have is also Jones & Thurmond.

Caveat.
I also have two or three pre-printed J&Ts which are plain old ordinary UX27.

That is the same texture which I see on the one in my collection. In my opinion the toning, the dinged corner(s) and the blue ink spatter will all negatively affect the value. I have no clue what to advise on a price, assuming a sale is your intention; I'm just a collector at this point, and not a serious postal card one.

KK Thanks again for your help.. According to the US postal Card Catalog the 27C & 27D also come with a smooth finish. I'm sure this card as is.. should still be worth 150-200 What do you think...

As I said... I am not much help on market pricing for postal cards. Were this a US Bank Note issue of similar SCV, I would consider it at roughly 20% SCV. I checked a list one of the "old timers" in my club gave to me and the "rough paper" UX's are in his "Cert Required" category.
