I can't help all that much except to say it appears to be communication from the Ludwigsburg lower court to the Leonberg agency responsible for youth matters. In today's Germany, the Jugendamt acts something like the American Child Protective Services. I don't know what its functions would have entailed in 1936.
That is a beautifully preserved cover! It was official business from the town of Ludwigsburg to the Jugendamt of Leonberg. A Jugendamt was in Germany and Austria what here in the States is known as Children's Protective Services, but the Nazi's started using it for their own sadistic goals. Hope this helps a little bit?
