The listing referenced by the OP seems to be from a seller with little/no knowledge of stamps. His prior sales mostly seem to be coins. There is still no excuse for this sort of nonsense. Just a little research should have told him these were worth only pennies. I'd bet if anyone tried telling him so, he's either ignore you or react with anger.
On the contrary, I believe that some such sellers know exactly what they are doing - trolling for a sucker who is uninformed and will pay the inflated price. Think of Aunt Tilly picking out a birthday present for nephew Billy who likes stamps.
