How much does a phosphor line have to be off of normal to be considered an error? I have a sheet of Israel stamps where each stamp is supposed to have 2 phosphor lines on it, but do to a slight misalignment, there are a 4 lines, where the second set of lines is the top 2-3mm of the bottom of the lines on the stamp above it. So, 2 very short lines, and 2 almost normal sized lines.

If it were a US stamp it would be considered a freak, not an error. I have no idea how serious Isreal collectors would consider it.
