France 1907 Militairy Stamp, Printing Error Or Damage?

There's these weird blank spots, the stamp in the upper right corner just seems to be on top of it but I can't be sure.

It seems like a dry print error, am I right?

This stamp is damage. This damage would occur other stamp or papers became stuck together and when they were separated it tore pieces off your stamp!

So this happened during production process? It is just the ink, paper is obviously not damaged.

agree with WARREHOUSE ,it looks like scuff marks ,damaged stamp.

The damage could have occurred at any time. I doubt very much that it was a production error.

If you hold it up to good light, it should look like thin spots in the paper.

No they're not thin spots and the surface of the stamp is smooth like it should be. It doesn't look torn and I don't know what else happened.
