Could someone please identify this, in particular the overprint?

Technically speaking, yes, the overprint is inverted, but this is a common enough occurrence with these stamps.

What does "Dienstmarke" mean? Dienen means to serve, but what does it mean on a stamp? I've seen it on a number of German stamps from the war years.

"Dienstmarke" identifies a stamp as being for official use.
