Please help in identifying stamps , the year of issue and issuer or country or anything about it.
I have no idea what is this

The text reads 'Deutsches Heim Prerau'. Deutsches Heim was a common name for a housing association. Prerau is a town, the current Prerov in the Czech Republic. It's a label issued by this association. My guess would be it dates from the early 1900's. Similar labels exist for a housing association in Prague. You'll find them on ebay when you search for 'Deutsches Heim Prag'.

I would choose Germany, but it's up to you. Mind, though, that, at the time that the stamp was probably issued, what is now the Czech Republic was part of the Austrian Empire as Bohemia and Moravia. A bit complex maybe, but that's how it is. So instead of Germany or the Czech Republic you could also add the stamp to Austria.
