And I don't judge the carrier. But somebody did, it seems, i.e. turned her in.

It is interesting, though. I assumed carriers were just paid by the hour, not by the volume of mail carried. Especially over rural routes, I would imagine there is quite a bit a variation in volume from route to route. Maybe the USPS should return to the old days of "contract mail" and award these rural routes on the basis of contract bids. The contracts could be paid out on the basis of the volume of mail delivered. Probably something in a union contract against that, however. But if they opened up the rural routes for contract bids, I bet UPS and FedEx would get a lot of the contracts. Might even save the USPS some money. Writing this, I've seen RR carriers using their own vehicles. So maybe there is some kind of contractual arrangement where they get paid by the volume of mail delivered, but have to provide their own vehicle. Whether these are awarded by bids, however, I don't know.

Not a chance; they would not bid.

Their cost structure would not allow them to stop at every house, delivering full-coverage bulk mail.

They do not have the equipment to process/handle ...
