Similar types listed in Forbin 1909 Revenues Consular. These must be later than 1915 as Forbin lists the 2 peso as Blue and Black in 1909 Your Red 2 peso must have been produced later than 1915 (when Forbin listings finish)
Those Consular stamps were issued in 1917 and were printed by Perkins, Bacon & Co. Previously they were issued in 1907 and 1909 in others colors, printed by American Bank Note Co.

The Chilean specialized catalogue brings detailed information about tax/fiscal stamps that it also had postal use. This use was authorized by the Government during certain years.
For example:
1880-81 during the war against Peru and Bolivia. 1891 during the civil war. For a few months between 1900-1901 and 1913-1915 when there was shortage of postal stamps.
