Yellow_cad, that is called an overprint. And yours is really hard to read due to the out of focus picture. It says "Dienstmarke", or in English 'Official Stamp'.

Sorry Jim. I did not finish. They are listed on http://stampworld.com under German Empire, government officials, and issued during the inflation period, 1924. Hope this is what you needed?
