Here's a 166 with a blue overprint L&W SA. I imagine it's just like perfing a stamp, but they stamped the stamp.

Again any and all info is welcomed.

Yes, exactly like a perfin, used as a security measure.

Northener, it looks like a private cancel, almost like a substitute for a perfin. I hope that makes sense?
Now all we have to do is figure out what company the initials L&W SA stand for. My guess it is French or Belgian because the 'SA' after the initials.
