Jim,

The Scott catalogue describes a set of 14 stamps that were prepared in 1920 but never placed in use. They provide three pictures that appear similar to those in your post (as lest one of them is very similar)but this is only a guess on my part. The full set is valued at $5. (If you have a Scott Catalogue look just past Scott 87 to see if you feel this may be correct.

Thanks Hobson. Yes, I had the same complaint as the author of that post in that the over stamp of one had a number but no number for one without. Thanks all for the help. Jim

Old scott numbers - value, stamp color & Subject of the stamp
156 - 1 grivna gray Trident
157 - 2 grivna dull violet Ukrainian girl

159 - 5 grivna deep green Oxen drawing cart
160 - 10 grivna rose red Bogdan Chmielnicki
161 - 15 grivna brown Ivan Stepanovich Mazeppa-Koledinsky
162 - 20 grivna dark blue Tara's G. Shevchenko
163 - 30 grivna gray brown Polnbotok
164 - 40 grivna claret Petliura
165 - 50 grivna olive green Cossack Musician
166 - 60 grivna dull violet & red brown Parliament Building
167 - 80 grivna brown & blue Revolutionists in boat
168 - 100 grivna blue green & black Memorial to Vladimir the Great

Listed below the stamps "nos. 156 to 169 were never placed in use."
