Please help in identifying stamps , the year of issue and issuer or country or anything about it.

I'd guess Russia. Don't have a catalogue in front of me, but this might be a good start http://www.stampworld.com/en/stamps/Russia/

Russian postal stationery stamp. It will not be in the Scott Standard Catalog. You will need to look in a postal stationery catalog or a specialized Russia catalog.

Yours is a cutout from a postal stationery envelope. Here it is entire on a pre-paid letter from Estonia (before independence). I don't have H&G to hand but it will be in there.
