This is a copy of Japan Sc #81 with what looks like a telegraph cancellation. Can someone confirm it is a telegraph cancel and tell me when and where it was canceled?

Yes, it is definitely a telegraph cancel. Someone else will need to chime in to tell you when/where, as the actual date is not in the cancel.

Just to be a bit more precise, It is "Utsunomiya Yu-bin Den-shin Kyoku", meaning "Utsunomiya Post and Telegraph Office".
