Need Help With A Postage Due Postcard From Latvia

I just bought some postcards and covers from a seller in Finland. The corner of the postcard shown has me stumped though. It was mailed thru Lubeck Germany. The postage due T handstamp and the value 10 I get since I guess it was mailed after the 5 santimi increase in postage to foreign countries in 1928. But what is the violet boxed handstamp? A postage due marking in Germany?

It's a "Nachgebühr" handstamp which is a form of postage due marking.

Awesomme! Thank you. I figured it had something to do with the postage due, but these old eyes were having trouble making out the old style orthography.
