It's a "Horizon" label used in British post offices to print postage labels as required instead of selling regular postage stamps.

There's quite a lot of information on these labels so in this case you can see:

1. The service paid for was airmail (shown by the large letter "A").

2. The label was printed on 5th December 2015.

3. The postage fee was £2.25.

4. It was printed at a post office in post code NP22, i.e. somewhere in Blaenau Gwent in Wales, hence the Welsh as well as English language versions of "Royal Mail" and "Postage Paid UK" on this label.

5. The ".5" is an accounting code that indicates the item is zero-rated for VAT (value added tax).
