smart aleck answer - "yes."

more informed answer - even though the photo is fuzzy I'd say 41, as most of the flag cancels date from the 1890s, though not conclusive as a designation.

It's a bad 41 with perfs clipped. Put it in the garbage. If you contact me I will send you a replacement(s)
